WORK MEETING ON AUDIOVISUAL PERFORMERS RIGHTS IN BLED, SLOVENIA

On the 18th and 19th of April 2023, a working conference was held in Bled, Slovenia on several topics affecting the audio and audiovisual rights of performers. The conference was organized by AIPA, SCAPR (the Societies’ Council for the Collective Management of Performers’ Rights), and AEPO-ARTIS. To our great honor and pleasure, we had the opportunity to discuss with leaders from several organizations from most European countries.

In the first session, the main focus was on the discussion of the Implementation of the CDSM Directive: the Good, the Bad, and the Ugly. During this session, a general overview of the implementation of the Copyright in the Digital Single Market Directive was given, with a specific focus on new possibilities for the collective management of actors’ rights. Overall it was a roundtable discussion followed by national reports from all of the participants.

The main focus of the second session was the best practices in collective management for actors. During this session, SCAPR presented the most recent key figures on the collection and distribution of actors. The presentation was followed by a roundtable offering insight into the best practices in the collective management of actors’ rights.

During the third session, the main focus was visibility and needs. The discussion was focused on the position of actors’ CMOs in SCAPR and AEPO-ARTIS. We analyzed the current situation and we discussed the proposals for improving the visibility and needs of audiovisual societies.

We also discuss our main country problem because Macedonian authors and performers suffer great losses while the adoption of the tariff for the regulation of audiovisual copyrights is stalled at the Commission for Mediation in Copyright and Related Rights. It is necessary to resolve this situation and the multi-year status quo for the regulation of audiovisual copyrights in the country as soon as possible. We have full support of each one of them and believe that this problem will be solved as soon as possible.

We can confidently claim that this conference was very necessary and productive and we look forward to many more such and similar working conferences and fellowships.
